The Dutch give each other three kisses on the cheek when they greet, but it’s not that everyone does this all the time. I myself only do this with special occasions like birthdays.
In general the rule for these kisses is that women kiss other women and men on each cheek, first one side, then the other, and then back to the first cheek. Men are expected to give this greeting to women, but not to other men. For men, a simple handshake with a direct look in the eye is enough. Though, it’s not forbidden. If they want they can just kiss each other on the cheeks too.
Eye contact is very important for Dutch people. It’s considered rude if you don’t look in each others eyes when shaking hands or having a toast.
